VAT in Italy

Whether a foreign business needs an Italian VAT number depends on who its customers are. The Revenue Agency says a non-resident must meet VAT obligations in Italy if it also supplies final consumers or non-commercial bodies without a VAT number, while a foreign operator whose only Italian customers are VAT-registered businesses established in Italy is not obliged to register. Where registration is needed, a non-resident may identify directly or appoint a fiscal representative, and a firm explains which route fits the sales you expect.

In a profile, check whether the firm files returns and listings of cross-border sales itself, whether it can act as fiscal representative, and whether it has handled e-commerce or services sold to consumers. Ask also about the invoicing system you will use, since Italian invoices follow an electronic format that your own software may not produce.

Frequently asked questions

Do I need an Italian VAT number to sell to Italian customers?

It depends on the customer. The Revenue Agency says registration is required if you also supply consumers or bodies without a VAT number, and not required if all your Italian customers are VAT-registered businesses established in Italy. A firm can check your sales mix.

What is a fiscal representative?

It is a person or firm in Italy appointed to meet VAT obligations for a non-resident business. The Agency allows any non-resident, including those outside the EU, to appoint one. Ask a firm whether it takes this role and what it charges.

Which firms here also handle tax returns?

All 58 VAT firms are among the 82 that offer tax compliance, so VAT and the yearly returns can sit with one provider. Ask for a single scope and a single contact if you prefer that arrangement.
