A virtual office gives a company an address, mail handling and sometimes a meeting room without a full lease. In Qatar whether it is enough depends on the platform. On the mainland the commercial licence is tied to approved premises, and MOCI’s guidance for licensed businesses asks you to obtain initial approval from its Commercial Licenses Section before signing a lease. In the Qatar Financial Centre, the QFC’s guide for investors requires every licensed firm to have a registered office on QFC designated premises.
So before you pay for an address, ask the provider which platform and activity it is approved for, and whether MOCI or the QFC will accept it for your licence. Ask what happens at renewal if the authority asks for a larger space, how mail and official letters reach you abroad, and whether meeting rooms are included or billed by the hour.
Accountanty lists five firms in Qatar that provide a virtual office: four corporate service providers and one accounting firm, all in Doha. Four focus on foreign clients, and English and Arabic are each offered by three. All five also help with bank accounts and run payroll. For the licence itself, see company formation in Qatar.

It depends on the activity and on what MOCI approves for the licence. Ask the provider to show that companies with your activity have been licensed at its address.
All five listed in Qatar also offer company formation, accounting, payroll and bank account help, and three handle residence and visas, so the address can come as part of a wider package.
