Tax compliance in Saudi Arabia

In Saudi Arabia tax compliance covers more than one levy. Zakat and corporate income tax sit alongside VAT, and all three are administered by the Zakat, Tax and Customs Authority (ZATCA). Which of them a company pays, and on what base, depends on its circumstances, including who owns it, so the first job of an adviser is to confirm the position of your company and the returns that follow from it.

Ask the firm which returns it will prepare and submit, who holds the access to the authority’s portal, and how it treats payments to a parent company or to suppliers abroad. Ask how it answers a query or an assessment, and whether it builds the tax figures from audited statements or from its own books. A law firm may suit a dispute; an accounting firm or a corporate service provider usually handles routine filing. The Saudi Arabia guide explains the set-up that comes before the first return.

Accountanty lists 97 firms that offer tax compliance in Saudi Arabia: 49 corporate service providers, 43 accounting firms and five law firms. Seventy-one say they focus on foreign clients, and English is offered by 75. Their main cities are Riyadh, Jeddah, Dammam and Al Khobar. For VAT on its own, see VAT in Saudi Arabia.

Frequently asked questions

Does my Saudi company pay zakat or corporate income tax?

It depends on the company's circumstances, including who owns it, and some companies deal with both. ZATCA administers each of them. Ask an adviser to confirm your position in writing before your first return is due.

Who files tax returns for a foreign-owned company in Saudi Arabia?

Usually a local accounting firm or corporate service provider, working through the authority's portal on the company's behalf. Agree who holds the access, who approves each return and who answers any query from ZATCA.

Is tax compliance included in an accounting fee?

Not always. Some firms quote bookkeeping and filing together, others charge for each return. Ask for a list of the returns covered by the fee and the price of anything outside it.
