Global employment mobility is the single focus of Exterus, a Hague-based specialist that helps employers move staff into and out of the Netherlands. With more than twenty years of activity and over 2,500 clients from some 60 countries of origin, the firm works mainly for international employers and for foreign companies setting up operations in the Netherlands. Its tax and social security team prepares Dutch income tax returns for inbound and outbound employees, including non-resident and migration-year forms, and advises on treaty relief and salary splits. A payroll unit runs Dutch and international payrolls, shadow and split payrolls and an Employer of Record service for foreign businesses without a local entity. The firm also manages the Dutch expat scheme (the former 30% ruling), residence and work permits and relocation logistics. Exterus recently combined forces with Hillbrook, another Dutch mobility provider.

Payroll covers monthly gross-to-net processing, filings, shadow and split payroll and outsourced international payroll. An Employer of Record solution lets foreign companies hire in the Netherlands without an entity. Expat scheme work spans application, contract implementation and ongoing compliance. Immigration support covers residence and work permits, sponsor status and relocation with help opening bank accounts.
