View profile of AMS Group OÜTallinn is where an Estonian company’s paperwork ends up, whichever way it was started. The Centre of Registers and Information Systems, which runs the business register and receives every annual report, has its general address in Tallinn. Most founders deal with it online and never visit, but the capital is also where the firms that handle that process day to day are concentrated: 93 firms are based here, which is the large majority of the 107 across Estonia.
A foreign founder meets a market that has been shaped by remote company owners. Seventy-two of the 93 firms say they work with clients from abroad, and 25 name e-residents as a client group. If you hold an Estonian e-Residency card, or plan to apply, you will find firms here that expect the question and have a routine for it.

View profile of DigiSettleE-commerce is the sector named most often, by 32 firms, followed by start-ups (20) and crypto (13). Construction (11), IT (10) and freelancers (10) come next, with fintech and manufacturing close behind. This is a different mix from the one a regional town shows: here, an online seller or a software founder with customers in several countries is the usual client, and the accountant is expected to cope with sales in more than one VAT jurisdiction.
On entity types, 50 firms handle private limited companies (OÜ), 13 handle public limited companies (AS) and 11 work with branches of foreign companies. Ten also name non-profit associations. A founder who prefers to operate in Estonia through a branch rather than a new company can therefore ask the question of firms that have done it.
The professional mix is wide. Sixty-one are accounting firms, 27 are corporate service providers and five are law firms. Seventy-six are small practices, 11 are medium firms and six belong to large networks. Eighty-two firms offer company formation and 52 offer corporate secretarial work, while 51 provide a virtual office or registered address. That last number is relevant if your board sits outside Estonia, because the registrar may then ask for a contact person with a residence and address in Estonia.
English is offered by 77 firms and Estonian by 71. Russian is offered by 49, Finnish by 17, and Spanish by six; German, Italian and Swedish are each offered by four or five. If your bookkeeper must also speak to your tax adviser at home, say so in the request.
Firms that supply trust and company services in Estonia need an authorisation from the Financial Intelligence Unit, listed in the Register of Economic Activities. Ask any firm that offers to form your company or act as your contact person which authorisation it holds.
The yearly cycle matters as much as the first registration. The annual report must reach the registrar within six months of the end of the financial year, so ask who prepares it and who signs. Ninety firms in Tallinn do accounting, 92 handle tax compliance and 78 deal with VAT, and 71 run payroll.
For the legal steps of founding the company, read the Estonia guide. For a provider to do it for you, see company formation in Estonia. The other city with its own page is Tartu, where the market is smaller and more local. When you are ready, send one request through Accountanty and we forward it to suitable firms.
English is offered by 77 of the 93 firms and Estonian by 71. Russian is offered by 49, Finnish by 17 and Spanish by six. German, Italian and Swedish are each available at a handful of firms, so name your language in the quote request.
Yes. Seventy-two firms say they serve clients from abroad, and 25 name e-residents specifically. Ask whether the firm will also act as your contact person in Estonia, since that service is separate from the accounting.
Often. Eighty-two firms here offer company formation, 90 do accounting and 92 handle tax compliance. Confirm in writing who files the annual report and who pays the state fee, so the two services are quoted together.
Fifty-one firms in Tallinn provide a virtual office or registered address. If your management board is abroad, the registrar may ask for a contact person with an address in Estonia, and 52 firms offer corporate secretarial work that can include it.
Yes, Tartu. It has 11 firms, mostly small accounting practices serving local companies. The Estonia guide explains the legal steps for founding a company, whichever city your firm is in.
