VAT in Romania

Companies in Romania register for VAT with the tax authority, ANAF. Since 1 August 2025 the standard rate is 21%, with one reduced rate of 11%. For a foreign-owned business the harder questions are whether you must register at all, how to invoice customers in other EU countries, and whether you can recover VAT paid on purchases before you start trading.

Ask a firm how it handles registration, periodic returns and the EU listings that go with cross-border sales. If you sell online to consumers abroad, ask whether it can tell you where VAT is due in each country or whether you need a local adviser there. Profiles show the industries a firm names, which matters for e-commerce, construction and property, each with its own VAT questions.

VAT is offered by 106 firms here, of which 95 are accounting firms, 6 are corporate services providers and 5 are law firms. Romanian is offered by 102, English by 39 and German by 7, and 35 say they serve foreign clients. Real estate, construction and IT lead the industries named. Frequently asked questions

Must a new Romanian company register for VAT?

Registration is required once turnover passes the exemption threshold, and some activities call for registration earlier. A firm can confirm whether your planned sales trigger it and which deadline applies.

Can I charge Romanian VAT on sales to other EU countries?

It depends on whether the customer is a business or a consumer, what you sell and where it is supplied. Ask a VAT firm to map your invoice types before the first sale.

Do I need a separate firm for VAT?

Not usually. Most accounting practices file VAT returns as part of their monthly or quarterly cycle. A specialist helps if you trade across several EU countries or deal in property.
